Public Offer

This public offer (the "Offer") sets out the terms on which Individual Entrepreneur Nuriddinov Rustamjon Akhmadjon ugli (the "Platform" or "Volar") provides services through the volar.uz platform. By making a payment, the User fully accepts all terms of this Offer.

1. General provisions

Volar is a monetization and billing platform for developers in Uzbekistan. The Platform acts as the Merchant of Record: all payments are accepted in the Platform's name.

The Offer is a public proposal drawn up in accordance with the Law of the Republic of Uzbekistan on E-commerce. It is deemed concluded once the User starts using the service or makes a payment.

2. Definitions

  • Platform — the Volar web service and its related infrastructure.
  • Developer (seller) — the party that lists a product or service on the Platform.
  • Customer (User) — the party that pays for a product or service.
  • Product — a digital good, subscription, or service sold through the Platform.
  • Token — a secure card identifier issued by Payme; the card number is not stored.

3. Subject of the offer

The Platform allows the User to purchase digital products and services online, including recurring subscription payments.

As Merchant of Record, Volar processes the sale in its own name, accepts payment, and provides the User with a payment document (receipt).

4. Payment terms

  • Payments are accepted in Uzbek soum (UZS).
  • Payment is made through the Payme payment system on the Platform's own checkout page.
  • The product price is shown on the checkout page; the displayed price is final and tax-inclusive.
  • For subscription products, if the User consents to saving the card, payment for subsequent periods is charged automatically using the saved token.

5. Card saving and automatic charging

When subscribing, the User gives explicit consent to save the card for future payments. Consent is confirmed via SMS code.

  • The card number (PAN) is not stored on the Platform — only the Payme-issued token is stored, encrypted.
  • Automatic charges occur only during the subscription term and within the amount confirmed by the User.
  • The User may cancel the subscription and delete the saved card at any time.

6. Rights and obligations

The Platform works to keep the service available, payments secure, and User data confidential.

The User must provide accurate information at checkout and use the payment instrument lawfully.

7. Liability

The Developer is responsible for the content and quality of the product. The Platform is responsible within the scope of payment infrastructure and the Merchant of Record function.

8. Refunds and disputes

The refund procedure is defined in a separate Refund Policy. Disputes are resolved through negotiation and, failing agreement, under the laws of the Republic of Uzbekistan.
